WHY ENCLOSE ASBESTOS FLOORING?

So, if spray compound encapsulation isn’t a viable option, how can floors be “managed in place?”

The hazardous risks associated with asbestos laden flooring can be safely and affordably abated with the Asbestos Barrier System©. A METHOD ENDORSED BY THE UNITED STATES ENVIRONMENTAL PROTECTION AGENCY
The EPA advocates that management in place is the best way to deal with an asbestos problem. Considered by the industry as “the most comprehensive asbestos guide published by the EPA,” The Green Book states five important facts about asbestos and its management:

ONE: Asbestos IS hazardous, but the risk depends upon exposure to airborne asbestos fibers.

TWO: Airborne levels in buildings seem to be very low, the health risk to most building occupants also appears to be very low--making removal unnecessary.

THREE: Removal is often NOT the best course of action to reduce asbestos exposure. A dangerous situation can be created and disposal must be properly dealt with.

FOUR: Removal is only required to prevent significant public exposure during demolition or renovation

FIVE: The Green Book recommends a “management in-place program” whenever asbestos is discovered. The EPA recommends enclosure as the accepted and preferred option to removal.

In July 1990 the EPA released “The Management Planners Guideline to Managing Asbestos in Place” [publication #20T-2003]. They defined enclosure as “the construction of an airtight barrier around the asbestos material.” Further, that “wherever possible, non-disruptive management-in-place abatement methods are recommended by the US OSHA and HUD.”
