WHY ENCLOSE ASBESTOS FLOORING?
So, if spray compound encapsulation isnt a viable option, how can floors
be managed in place?
The hazardous risks associated with asbestos laden flooring can be safely and
affordably abated with the Asbestos Barrier System©. Its patented aluminum
polypropylene/scrim/foil laminate provides a tough, high-burst strength backing
that is highly resistant to penetration. It is reinforced with a fiberglass scrim
sandwiched between aluminum foil and polypropylene for added strength. Installed
directly on the affected area, the Asbestos Barrier System© creates an airtight
enclosure good for the life of the building, without disturbing the existing
asbestos flooring. Spray compounds cannot permanently encapsulate the flooring
for total protection. The Asbestos Barrier System © is the only truly effective
and permanent encapsulation system designed exclusively for flooring.
A METHOD ENDORSED BY THE UNITED STATES ENVIRONMENTAL PROTECTION AGENCY
The EPA advocates that management in place is the best way to deal with an asbestos
problem. Considered by the industry as the most comprehensive asbestos
guide published by the EPA, The Green Book states five important
facts about asbestos and its management:
ONE: Asbestos IS hazardous, but the risk depends upon exposure to airborne asbestos
fibers.
TWO: Airborne levels in buildings seem to be very low, the health risk to most
building occupants also appears to be very low--making removal unnecessary.
THREE: Removal is often NOT the best course of action to reduce asbestos exposure.
A dangerous situation can be created and disposal must be properly dealt with.
FOUR: Removal is only required to prevent significant public exposure during
demolition or renovation
FIVE: The Green Book recommends a management in-place program whenever
asbestos is discovered. The EPA recommends enclosure as the accepted and preferred
option to removal.
In July 1990 the EPA released The Management Planners Guideline to Managing
Asbestos in Place [publication #20T-2003]. They defined enclosure as the
construction of an airtight barrier around the asbestos material. Further,
that wherever possible, non-disruptive management-in-place abatement methods
are recommended by the US OSHA and HUD.
BENEFITS OF THE ASBESTOS BARRIER SYSTEM©
HUGE COST SAVINGS - typically costs 50% less than removal methods.
SURFACE REMAINS INTACT- Requires minimal surface preparation, with no disturbance
of fibers
TOTAL COVERAGE - Provides flexible strength and a protective barrier that
encloses the hazardous flooring for the life of the building
REDUCES DOWNTIME - No long term occupant relocation necessary.
PROVEN PERFORMANCE - The Asbestos Barrier System has a ten-year performance
history with the U.S. Postal Service and many large school districts. After a
nearly two-year examination by school officials and experts, it has been approved
for use in the Los Angeles School District. It is airtight and impermeable to
airborne fibers.
ELIMINATES LANDFILL LIABILITY - The removal and disposal of
toxic materials is the sole responsibility of the owner regardless of the method
of disposal. From transportation to an approved waste site and proper burial,
or for any future disturbance of the waste, either by nature or by man, the owner
is always liable. There is no such liability for a management-in-place solution.
LIFETIME WARRANTY - flooring can be removed in future years and new flooring
can replaced over the enclosure system without damaging the integrity of the
system.
TAX BENEFITS - Asbestos removal expenses must be added to the cost of the
property and depreciated over the useful life of the real property. Enclosure
is considered an expense item and can be deducted from taxable income in the
year incurred.
The Asbestos Barrier System© is not a removal method--it is a containment
method. This means you can have a safe, permanent solution to enclose the asbestos
risk in your building, all at a fraction of the cost and without the loss of
valuable time.
